New category/forum at BIP!

Well, I just fixed something that ws a bit off...our Special Projects forum! It was previously not its own category, but rather was under the Development Teams category.

I gave it its own category, and Doirche now has his own special project, The Halls of Horror, headquartered there.

I was thinking...while the Special Projects area was originally designed for special BIP Projects, such as if someone wanted to develop a new monster database or perhaps create a new set of kits or something...it might be cool to also have it host personal projects that people here may want to develop even if they're not official BIP releases.

In other words, if you just need some personal work space, LMK. I'll set up a special forum for you, and you can develop your personal work there. LMK what you all think.
