I thought this was funny. Reading through the 1E PHB today, and on pg. 6, Gary writes:
"You will find no pretentious dictums herein, no baseless limits arbitrarily placed on female strength..."
Then turn to pg. 9, where it states:
15 - Maximum strength for a female gnome character
16 - Maximum strength for a female elf character
17 - Maximum strength for a female dwarf character
And so on and so forth. LOL!

The key word is baseless, I'm sure he had some kind of base involved
It IS a fact that the strongest man is stronger than the strongest woman. Doesn't mean women can't be strong, but not as strong on the average.
I can honestly say that never bothered me. There were other things far more bothersome than that.
